  The two speeches—Reagan’s and Foley’s—were broadcast on a Monday night. On Tuesday, the New York Stock Exchange had a near-record day of trading, with the Dow showing its biggest jump in history. Apparently, we were watching good politics validated by Wall Street.

  The TEFRA vote was set for Thursday. On the day before, O’Neill put the vote in political perspective, his perspective. “The tax bill will not repeal Reaganomics,” he said in a morning statement. “Congress cannot with one vote correct the excesses and inequities of two years. But it is at least a step in the right direction. It is a step away from ‘trickle-down’ economics and a step toward common sense. I urge my fellow Democrats to support the bill because it is the only opportunity Congress has this year to restore sanity and fairness to national economic policy.”

  That same Wednesday, Tip appeared at the White House in a show of unity. Reagan recorded the occasion with his usual descriptive brevity: “Interesting photo opportunity in Rose Garden with Tip O’Neill, Bolling & our leaders as a bipartisan group for the tax bill. Tonight a dinner in the W.H. for a group of undecideds.”

  I awoke the morning of the vote with my own doubts. “Tax vote comes today. Watching television and reading the press I get different impression than from the floor. Members are voting for this bill. I mean by that the average members who vote on the basis of national politics. I just don’t see support for this beyond the good-thinking group of 50–70 and the leadership. I heard yesterday that the Democratic Conservative Forum was going to vote against the bill. Now the polls show [the] people against it. Need to make clear: that this is vote necessitated by the failure and excesses of Reaganomics.”

  As they usually were, the big vote was scheduled for a Thursday night. I’d come to love such occasions, despite the grievous losses of the previous year. With the House chamber filled, the Republican leader, Bob Michel, the Democratic leader, Jim Wright, and finally, the Speaker, would “close debate.” It was like the summations in a courtroom drama, the moment when those in attendance sit quietly, offering their respectful attention.

  This occasion was different. After two years of battling the president, Tip O’Neill was joining Reagan in the fight. Both were battling from the center outward. Reagan needed to shrink the deficit; Tip needed to move the country’s attention off Washington and back to pocketbook issues back at home.

  It had been a stressful day for the president. That morning, his father-in-law, Dr. Loyal Davis, a pioneering neurosurgeon, had died in Arizona, where he was living in retirement. Here’s Reagan on how the day had gone: “Nancy wasn’t alone—thank Heaven Ron & Doria were there. But it seemed awful to be here & not be with her. All day I sat at my desk phoning Congressmen on the tax bill and tonite it passed with 103 Repub. votes & more than half the Dems. 226 to 207. Tip O’Neill made a speech to Repubs. telling them why they should support me. It seemed strange—both of us on the same side. The Sen. took it up tonite and it won 53 to 47. Again some of our ultra pure conservatives deserted. Now I’m packing to leave for Phoenix & my Sweetheart.”

  The vote on TEFRA, while little noticed in history, was a true profile in courage by the House majority. There was really nothing in the bill to benefit either Republican or Democrat—not really. How could you go home and brag you’d just raised taxes? That said, something had to give. With the country still punished by high interest rates, a spike in federal deficits could have killed the hoped-for recovery.

  I remember standing near a Democratic member from upstate New York, Henry Nowak, as he cast his “Aye” vote. “My opponent doesn’t have an issue,” he said, if only to himself. Then, pushing his member’s card into the voting slot, he said: “Now he does.”

  After the vote, the president called Tip to thank him for his support. In return, the Speaker offered a treasured story. “Did you hear that the Irish gave the bagpipe to the Scots and they took it seriously?” Yes, it was a gift, what they’d done, but one of unclear political value.

  My own diary—“Friday—August 20. Leave for vacation today—(with a new baby!) New Jersey tonight, NY Sat. Mass. Sunday. Tip did solid job on floor yesterday. He [is] quoted throughout paper today saying that young Republicans should vote for Reagan because 30 of them came to the House on his coattails. Peter Hart [the pollster], Kirk tells me, will be happy at fact that Tip is not acting partisan but being cooperative in his opposition.”

  Mary McGrory appreciated the irony of the occasion. A liberal true believer in Jack Kennedy and Gene McCarthy both, she had a good deal in common with Tip O’Neill, whom she much admired, being an Irish-American from Massachusetts just as he was. However, Mary had beat him to Washington, having come to live and work there in 1947, six years before he arrived as a young first-term representative. From their different vantage points, they were both old-guard Democrats now and seasoned watchers of the partisan wars.

  In her Washington Post column of August 24, she wrote shrewdly of the startling history that had just been made, coming to the conclusion that “bipartisanship can be fun.”

  It happened last Thursday when House Speaker Thomas P. (Tip) O’Neill Jr. (D-Mass.) lumbered to the well and had the incomparable experience of lecturing the opposition on the subject of loyalty to Ronald Reagan.

  Seldom does statesmanship come in the form of sweet revenge. In the dead still of the chamber, O’Neill instructed the younger House Republicans on their debt and duty to their leader.

  What the Speaker had told the potential Republican bolters was this: “You are here because of Reagan. You are here because he was elected president of the United States. He brought you to the Congress of the United States, and now we are on the eve of an election and he is asking for a change of policy. Are you going to follow the leader that brought you here, or are you going to run? I ask you just to think of that.”

  McGrory applauded his statesmanship. “If he could put aside his differences with the president (“We seldom agree,” O’Neill said), they could, he told them. One hundred and three Republicans gritted their teeth, and voted for the bill Ronald Reagan had to swallow so hard to accept.”

  It had “seemed strange,” wrote Ronald Reagan, this joining together with Tip. But it would prove good politics—for both of them.

  Winning twenty-six seats in the U.S. House of Representatives more than doubled the postwar average for the opposition party in a first presidential midterm election. It was a big victory for Tip O’Neill.

  CHAPTER FIFTEEN

  TIP AT THE TOP

  Time zips by on Capitol Hill. When I worked there, I found myself often reminded of those old reel-to-reel tape recorders. You know the flip-flip-flip at the end of a tape when it runs out? During this period of my life, each year passed so quickly I never realized the tapes were running out. Looking back, I think it must be because I never escaped from the intensity of what I was engaged in for long enough to actually feel the passage of time.

  In late August 1982, King Sobhuza II of Swaziland died. The world’s longest-serving monarch, he was known worldwide for his many wives and hundreds of grandchildren. Since my time and work in his country meant a lot to me, I realized I’d like very much to attend his funeral with the American delegation. It turned out not to be that hard to arrange. My hunch—that the Reagan administration’s list of officials wanting a quick out-and-back to this little-known southern African destination would leave room for at least one more—was correct. And off I went. My companion on the journey was the great jazz star Lionel Hampton, for decades an ardent Republican. Somehow, he’d gotten the idea that my stint teaching modern business practices to shopkeepers in isolated Swazi villages entitled him to introduce me as the young fellow responsible for the country’s economic development. I couldn’t manage to convince him otherwise, so finally gave up trying.

  The funeral was a spectacle, though i
n no way resembling what I’d expected. In my imagination, there’d be a traditional Swazi ceremony with plenty of dancing, excitement, and wild emotions. What we actually witnessed from the American delegation’s seats in the country’s enormous soccer stadium was a Christian service traditional enough that it might have been taking place anywhere. The only real hint telling me I wasn’t in Kansas was the unforgettable sight of the late Sobhuza himself dressed in full military regalia visible in an upright coffin that featured a full-length window.

  Once the ceremony that had brought me there was over, I headed out to the distant town I’d lived in. Temporarily putting Capitol Hill out of my mind, I rediscovered the sensations of rural Africa. Yet here I was, thousands of miles away, and, suddenly, startled to be reminded of my current life back home. It happened when an old acquaintance, Mr. Mbabama, the provincial health officer back in my day, expressed to me his curiosity about how it happened I’d been “sent over by the Republicans.”

  And speaking of Republicans, this was an occasion when at least one got playful—at my expense. Ken Duberstein, the White House aide who had okayed my request to join the delegation, now sent word—as the trip was ending and I was headed back—that, in fact, I’d been issued only a “one-way” ticket. Keeping me in Africa, I understood, getting the joke, was a surefire way to keep me from making more trouble for the administration!

  When I returned home, the Speaker was already hard at work on the campaign trail, out stumping for his troops in their districts. One trip took him, with me along, to Connecticut. When we got there, the congressman was waiting, prepared to share a photo op at a popular local tavern. It was an idea that didn’t sit well with Tip. “I hate campaigning in barrooms,” he growled quietly. I understood he was too familiar with far too many stories of men who’d wasted away their lives in such places, along with their struggling families’ money. He knew the tragedy behind the cozy image of the corner saloon.

  As we headed back to D.C., flying south over the bright lights of the New York megalopolis, both of us suddenly found ourselves focusing on the fact there was just a single lonely pilot up in the cockpit. The folks paying for the plane—the local congressional campaign committee—had obviously watched their budget when it came to Tip’s transportation costs. “If anything happens to that pilot,” the Speaker told me, not at all kidding, “I want you up there.”

  November 2—Election Day 1982—was two months away. Ever since World War II, partisan scorecards show an elected president’s party will lose an average of twelve seats in the first midterm after he’s taken office. That figure had turned into the benchmark for each party, one surging forward, the other falling back. To be counted the winner in 1982, we figured, given the recession, the Dems needed to pick up seats well beyond that dozen.

  Both sides had hardworking pollsters whose business it was to pinpoint their winning issues and nail what topics to avoid. At this moment, the country’s 9.8 percent (and rising) jobless rate—which could be blamed on Republican policies—was a big plus for the Democrats. Conventional wisdom had long maintained that if voters felt worse trouble lay ahead, they’d go to the polls to back a change of direction. In this election, that meant voting Democratic.

  President Reagan, meanwhile, was energetically working an old angle, trying ploys that would help position him as the outsider in Washington, not the guy in charge but the one taking on “the Government.” To launch this charade, in late August he resolutely vetoed a large appropriations bill, making him the tightfisted keeper of the purse, despite the fact that its total cost fell within the Republican-endorsed budget lines. It was a fight he’d been spoiling for, giving him an opportunity to take on the capital’s powers that be.

  The Speaker recognized what the White House was up to and labeled the veto a “political tactic” intended to draw attention away from the failure of the administration’s economic program. “The president would rather have people talking about his fight with the Congress than his losing battle with unemployment.” A letter signed by the Democratic leadership—this included the Speaker, Majority Leader Jim Wright, and Majority Whip Tom Foley of Washington State—made the same point. “The politics of the veto are all too obvious: it distracts attention from Reaganomics.” It was the now familiar contest: the Republicans wanted the headlines on “the budget,” the Democrats on “the economy.”

  Watching all this, I didn’t like the way Reagan, with his grandstanding veto, was drawing attention to the appropriations fight. It made it appear that we on the opposing side were doing exactly what the public feared Democrats invariably do—that is, spend any money they can get their hands on.

  It turned out I was wrong, at least tactically. Yes, a “spending bill” was the wrong place for Democrats to pick a pre-election fight. But it’s not such a bad idea, at any time, to be seen fighting, especially when you might just win.

  Jim Wright, for one, welcomed the conflict. He had no problem calling himself a tax-and-spend Democrat. With the veto override vote just minutes away, the Speaker asked Ari Weiss and me if we thought he should go on the floor to speak. We were both for it. This was turning into a big Democratic moment and he belonged squarely out front. I left the room to find out if the Speaker had been accorded his usual privilege to close debate on a major issue. He had. When I gave him the word, he decided to take the opportunity.

  Wright, speaking first, performed brilliantly. The veteran congressman from Fort Worth said that Reagan was pulling the Republican members around with a ring in their noses like a “prize bull.” His fellow Democrats in the chamber loved it. When it came his turn, the Speaker took the high road. He’d only been accorded three minutes.

  What made his performance was the way he handled an interruption, an unusual occurrence when he had the floor. Millicent Fenwick, the old-money, rather crusty, pipe-smoking Republican from New Jersey, took her place at the GOP microphone, declaring more than once her wish for the Speaker to “yield.” After putting her off until he finished his remarks, O’Neill finally gave way to the older, distinguished woman. “I would be glad to yield to the young lady,” which won huge laughter and applause.

  He closed by urging Republican members to “do a good deed” and vote to honor the integrity of the Congress’s budget. Tip O’Neill’s decision to get out in front of the appropriations vote, affirming his leadership, had been the correct one. Upsetting predictions, the House voted to override Reagan’s veto. The lopsided tally was 301 to 117. Eighty-one Republicans joined the Democrats across the aisles in giving the president his first licking since coming to office.

  Here’s what my journal entry says: “Monday—September 13. The vote on the supplemental appropriations override was Thursday. I was upset over the past 2 weeks, that we were making such a big deal over this. We were allowing Reagan to simply draw our fire and make ‘spending’ the issue rather than let people’s attention revert to their home and pocketbook issues.” Once again, I was trying to steer the national debate away from a Washington budget fight to the national unemployment rate.

  I was desperate for a way to shift attention to one simple, smart question. “Why have we got the highest jobless rate in 40 years?” I asked rhetorically in my journal. “Need a major event/instrument to focus attention on unemployment and Democratic Party’s commitment to creating new jobs.”

  A few days later, the Democrats, with Tip spearheading the endeavor, introduced a “jobs” bill. However, it was no surprise when the Republicans bashed this legislation as a “billion-dollar ballot box bailout bill.” The implication was that the government would fund only phony, “make-work” jobs. Republican House leader Bob Michel was out on the House floor trashing the Democratic proposal with this very argument.

  Rather than let him get away with it, I decided to do a bit of digging. I recalled research I’d done a decade earlier for Senator Moss, during which I’d spent days pulling together a list of public works projects in Utah, ones approved but not funded. Operating o
n a hunch now, I called the chief engineer of Peoria, the heart of Bob Michel’s congressional district, and asked how many bridges were below safety code. The man on the phone came up with a list, complete with names and addresses where necessary repairs in the structures had been identified but not funded. I gave what he’d sent me, along with the jobless number for Peoria, to the Speaker.

  I never realized how tough the Speaker would get with his old pal Bob Michel. Tip tore into him on the floor, listing with unusual specificity the precise location of each dangerous Peoria bridge, throwing in for good measure the charge that the Republican leader should have been on the ball and used his clout with the U.S. Department of Transportation and other agencies to get those bridges fixed. In short, he was calling him out for failing to serve the constituents who voted for him and trustingly depended upon him to serve their interests. Obviously upset at Tip’s invasion of his back-home politics, Bob Michel headed to the back of the chamber. His press secretary, Mike Johnson, was waiting there for him, but there was little consolation he could offer. “In Peoria, Reaganomics is going to play a lot better than Tiponomics,” the red-faced Republican leader shot back before heading to the back of the chamber. I just have to add here, looking back, what wonderful people Bob Michel and Mike Johnson were and are.

  As September gave way to October, the election grew more intense. Time works that way, no matter what party you belong to. Even though he’d come aboard for the bipartisan tax-raising bill just weeks before, Reagan still was bent on portraying himself as a man apart, as a citizen-politician at the gates of Washington.

  Remember that big July rally on the West Front of the Capitol? Well, Ronald Reagan had gotten such a kick out of it he now was coming back for an encore. Unfortunately for him, his previous crowd-pleasing act—his call for a balanced-budget amendment to the Constitution—was beginning to wear thin. What he hoped to do was trap Democratic members of Congress who could be accused of being against a balanced budget. The problem was, even true believers were now more driven by the country’s real economic predicament than the ideological appeal of constitutional change.
