On the Roman side, awesome prodigies were recorded for 218 and 217, as if the gods were communicating trouble: a six-month-old child called out 'triumph' in Rome; in Italian towns the sun seemed to be fighting the moon and shields were seen in the sky.6 Nonetheless, as Cineas was said to have predicted, the many-headed monster could regenerate and struggle on. In Italy alone, 100,000 citizen troops were put in the field in the year after Cannae, besides those in Spain and those already on board a scattered fleet of 150 big ships. It was a fantastic effort. In 214 the Roman commander, a Gracchus, recruited at least 8,000 slaves and took them down to Beneventum, formerly the scene of a 'Pyrrhic' victory. This time, he won decisively against the Carthaginians and slaughtered many of them, whereupon the grateful Beneventans feasted his troops at tables which they set out in the streets. Gracchus freed the slaves and had the scene painted, showing his slave-soldiers wearing caps or white bandannas, and then dedicated this remarkable work of art in Rome's temple to Liberty.'
To confront the crisis, exceptional religious rites were carried out. As in the zzos, a pair of Greeks and a pair of Gauls were buried alive in the Cattle Market (Forum Boarium) in the centre of Rome. Human sacrifice was not the Roman way, so they were left to die naturally. Divine reinforcements were also brought in, Venus from the Carthaginian sectot in Sicily and in 204 the 'Great Mother' (Cybele) and her black stone from Pergamum in Asia (her cult turned out to be wilder than the Romans expected, with exotic chants and self-castrated priests). Women were active too, particularly in hymns and processions to Juno in the later stages of the war: Juno was identified with the Carthaginian goddess Astarte and the honours to her would help to win her over to the Roman side.8
Rome's financial spirit was also not broken. The city, when war began, no longer conformed to its ideal of austerity. Already shops selling luxuries clustered round the Forum, a distinctive element of Roman life whose townsmen were so very much a 'nation of shopkeepers'. After Cannae, however, Rome's women gave up their jewellery so that it could be melted down for the war effort (in north Africa, women had done the same, but they were African women helping the mercenaries' revolt against Carthage). Roman citizens' tax was doubled and rich Romans even agreed to man warships at their own expense. In the crisis, a new silver coin, the denarius, was introduced; it would remain a part of Rome's coinage for centuries. Of course, there was still scope for fraud by those who contracted to supply armies in the field, but there was also a real 'Dunkirk spirit'. The Senate even refused to ransom Roman prisoners from Hannibal, including noblemen, because the money paid over would strengthen him.
In 215, while reinforcements for Hannibal (including elephants) could still be shipped over from north Africa, Rome's chances of long-term victory were slim. In the south of Italy, most of Tarentum had now turned to Carthage, no doubt with memories of Rome's harsh conduct to her since the 280s. Most importantly, King Hiero had died in Sicily and Syracuse had defected from Rome. But from 214 bc onwards the Roman fleet held enough of the Italian coast to block any more foreign support from reaching their enemies. From now on, Roman control of the sea proved crucial, both in Italy and in Spain. By land, meanwhile, Fabius insisted on a strategy of devastating the crops and avoiding battles on Hannibal's terms. The Carthaginians began to be bottled up.
For the Romans, the year 212/1 was a turning point. In Spain, their generals, the two elder Scipios, were killed in a setback, but their son and nephew, the younger Publius Scipio, leapt over the usual political career and was promptly made commander while still in his mid-twenties. He proved to be a bold genius, adored by his troops and also (men said) by the gods. In Italy, meanwhile, the able Fulvius Flaccus recaptured Capua and punished it ferociously. Above all, in Sicily the hard and proven general Claudius Marcellus attacked rebellious Syracuse. It could not even be saved by the skills of Archimedes, the famous Sicilian Greek engineer; it is only a legend that he built giant mirrors so as to burn up the attacking Roman ships. As at Capua, the Romans sacked the place with a stunning brutality. Shiploads of precious Greek art-works were transported back to Rome. For the first time, a great Greek city suffered the brutality of the she-wolf's Roman kinsmen on the rampage, although Matcellus was said to have tried to moderate them.9
Hannibal was still capable of effective ambushes and as late as 208 both the Roman consuls were killed in action at either end of Italy. In summer 207 one of his brothers did at last manage to bring reinforcements (and fresh elephants) into Italy from Spain. However, his dispatches were intercepted and he was defeated by a swift Roman counter-action up the east coast of Italy, encountering him at the river Metaurus in Umbria. It was the Carthaginians' last chance and without more reinforcements Hannibal became only a long-running sore on Italy's toe. In 205 the young Scipio crossed to Sicily, trained up a cavalry corps and then boldly sailed over to Africa in 204. During his campaign in Spain he had struck up a friendship with a most useful prince in north Africa, Masinissa the Numidian. Like Hiero in Sicily, Masinissa would give support to Rome for some fifty years. On African soil, his cavalry proved crucial allies and in 202 Hannibal (now back from south Italy) was decisively beaten. He had assembled eighty African elephants, but, like those of Pyrrhus, they ended by stampeding and doing more harm to their own side than to Rome's, even though Hannibal's father had pioneered a method of hammering spikes into the skulls of any beasts who went wild and began to charge their own supporters.
Both in Carthage and in Rome, the politics of the war and the generals had not gone smoothly. Hannibal always had enemies, and at Rome, the system had had to show a saving flexibility. For the 'struggle of the orders' had not vanished with the defeat of Pyrrhus. In principle, the people's decisions at Rome were now binding and there were ambitious senators who were ready to push this system in a more 'populist' direction. Nonetheless, Roman 'traditions' proved adaptable enough in the face of a crisis. Slaves were enlisted as troops; one dictator, then an unprecedented two at once, were appointed; when the conservative Fabius overruled an elected candidate to the consulship by citing improprieties in the religious context, he was allowed (just this once) to replace him with the man he wanted. Even the great Scipio jumped straight into his command of an army after only one lowly public job and then found himself being hailed as 'king' by his troops in Spain (a true Roman, he refused). To the Greek historian Polybius, the Roman 'constitution' appeared with hindsight to be in its best condition at the time of the disaster at Cannae. On closer inspection, it was still riddled with the contradictions of its evolution. It was rescued by its flexibility and its overall ability to absorb and to make exceptions.
The effects of the Hannibalic War have been much discussed by modern historians, but they left a lasting impact on Italy. None of Rome's closest dependencies, her Latin towns, went over to Hannibal, despite a bout of war-weariness at Rome's endless calls on their levies of troops. As elsewhere, the local upper classes preferred the known support and protection of Rome to the prospect of freedom for their own lower classes, especially when backed by savage Gauls and Carthaginians. In south Italy, defection to Carthage had been most evident, but Rome took a very fierce revenge. Hannibal's long presence in the south had already burdened the local harvests and led to much devastation. In reply, Rome confiscated considerable territory as public land. The local peasantry suffered huge losses in many areas, or fled to the towns. Rich Romans would then farm this new public land with slaves, their fruits of military conquest. In parts of the south, 'Hannibal's legacy' probably did amount to a long-term change in farming and land-use; the use of flocks and herds increased over the planting of arable crops, and these herds were tended by slaves, not free peasants.10
On Carthage's side, defeat required her to hand over her war-elephants and to promise never to train any more: they disappear from her army, while the survivors went up to Rome to grace young Scipio's spectacular triumph. The loss of the war did not lead to Carthage's total urban decline, but obliged her to make much bigg
er payments to the victor, Rome. It also made Hannibal into history's first global warrior. For more than thirty years, he had been out of Carthage, fighting in Spain, the Alps, then Italy. Rome's final terms for Carthage did not enforce his personal surrender; the Carthaginian political system continued and Hannibal held office as a reforming magistrate. Not until six years later was he driven out of Carthage, this time by his Carthaginian enemies. Supposedly, he was being too populist. He headed east, where he served with Rome's next major opponent, the Seleucid King Antiochus III in Asia Minor and in Greece. After a detour to Syria, he ended up, first in Armenia, then in Bithynia (north-west Turkey), two places where he was credited with designing and helping to found new towns. Eventually, aged sixty-seven, he was poisoned at the Bithynian court because of its courtiers' fears of reprisals from a Roman embassy. He was found to have built himself a fort with seven underground tunnels, a real bunker for Rome's ablest opponent. He had not taken plunder and riches for himself. Similarly, when his conqueror Scipio died his house was found to be a simple, turreted fort with a set of old-fashioned baths." The two of them had been worthy opponents, and Hannibal's memory continued to haunt Rome. Years later, in the 90s ad, a Roman senator was said to be hoarding maps of the world and the speeches of great kings and generals, and maintaining two household slaves whom he had named Hannibal and Mago.'- It was enough for the suspicious Roman emperor to have him executed.

Diplomacy and Dominance
As a superior power is naturally disposed to press ever harder on its subordinates, is it in our interest to work with the impulses of our masters and not to make any obstacle, so that very soon indeed we experience even harder commands - or is the opposite our interest, to wrestle with them, as far as we can, and to hold out to the point where we are completely [exhausted]. . . and by reminding them of these things, we can put a check on their impulse and to a degree curb the harshness of their authority, especially as up to now, at least . . . the Romans do set more store on observing oaths and treaties and good faith towards their allies?

The Roman magistrates and commanders in these epic years were men with military life in their bones. They all underwent ten years of military service before they were eligible for office. Every magistrate was a horseman, capable of serving his fatherland on horseback on a horse which was underwritten and maintained by public funds. In the age of kings, the cost of the Roman cavalry-horses' maintenance had been levied, magnificently, from Roman widows and unmarried women. In the Republic, orphans were made liable too. The idea of state-maintained horses had been copied from Greek city-states. Romans like the Scipios or the Fabii were hardened riders, a necessity in Roman republican life which our modern studies of their oratory and political programmes incline to overlook.
These mounted warriors were not deterred by Italy's surrounding
seas: the Adriatic had already been crossed by Roman armies before Hannibal invaded. His first victories then coincided with important business in Greece and Asia, the world of Alexander's successors. The year 217 saw action on all fronts. In Italy, Hannibal won his devastating victory at Lake Trasimene, but in Asia, King Ptolemy IV and a newly trained army (including Egyptian infantry) won a fine victory at Raphia, to the south-west of Gaza, against the Seleucid army led by King Antiochus III. In Greece, in late summer 217, Greek envoys then met to discuss a continuing war between Greek states. At the time, the Ptolemies were at the forefront of the news after their mid-June victory. One speaker warned, nonetheless, of Rome, 'the cloud in the West'.' Within thirty years, this Roman 'cloud' would have burst decisively over Greece and the Seleucids' empire in western Asia. The Ptolemies, by contrast, would have lost their many forts and bases across the Mediterranean and would be further weakened by revolts within Egypt itself.
The Romans' eastward push into Greece and Asia was most remarkable. They had had a friendship with the Ptolemies since the 270s, in the aftermath of Pyrrhus, but they did not send armies into Greece for that reason. Rather, since the 280s they had settled colonies on the eastern coast of Italy and so, naturally, the Adriatic Sea had become an area of activity for the settlers and their associates. On the other side of the sea lay Illyrian tribes with a long history of raiding. By the 230s they had formed themselves into a more coherent kingdom and so complaints about Illyrian 'piracy' could be referred to a recognized authority there. In 229 Roman troops were sent across the Adriatic to uphold such complaints from Italian traders. Romans were also acting once again on an appeal to them from Greek petitioners, this time from Greeks on the intervening Adriatic island of Issa.2
After a quick campaign, the commanding consuls were granted a triumph. The news of Roman victories against the 'barbarian' Illyrians was then carefully publicized among the watching Greek states, including Athens. A second 'Illyrian' war followed which tidied up threads from the first and brought Rome more directly into contact with the then king of Macedon, young Philip V. In 215 Romans found that this King Philip had been offering his alliance to none other than Hannibal, with the possibility of Macedonian reinforcements in Italy.
That discovery was enough to guarantee that a Roman war in Greece would eventually be resumed.
There was ample scope for interference. For a hundred years Greek city-states had remained under the control of the Macedonian kings. There had been periods of war, in which some of them, including Athens, fought for 'freedom', but these ventures had usually been helped by a rival Macedonian king, including the Ptolemies in Egypt. Macedonian rule remained in place, drawing revenues from those under it and relying on its garrisons at important points in Greece, as first instituted by Philip II. Within this general framework, power-politics had continued in directions which a Demosthenes or a fourth-century diplomat would readily understand. The 'leagues' of that era had gained in strength, especially the Aetolian League in western Greece and the Achaean League, which was now focused on Sicyon in the northern Peloponnese. Within the city-states, there were continuing factional splits between leaders favouring democracy and those favouring oligarchy. In the 220s the longest-running terror in Greek history had returned, a reformed and newly aggressive Sparta under able kings, first Agis, then Cleomenes. The prospect of renewed Spartan rule was enough to turn the Achaean League back to an alignment with the Macedonian king and to give a new twist to a war with the other Greek power-blocs.
The Romans, then, could side with one or other league, respond to one or other faction in the divided city-states or even challenge the Macedonian kings directly. For the time being they were preoccupied with Hannibal in Italy and their next moves in Greece were blunt and ill-judged. In 212/11 they agreed an alliance with the Aetolians in central Greece, the dominant power at Delphi but the least civilized element in all the political divisions in Greece. There was no question of Rome offering 'freedom' or even liberation to Greeks under Macedon or anyone else. The Aetolians were to keep any cities taken in war, while Romans would take any movable booty, including quantities of slaves. Other Greeks regarded this sort of robbers' deal as barbarous and alien.3
For more than ten years Hannibal and Spain distracted the Romans, but in 200 they were free once more, so they returned to Greece in force. They would have returned anyway, but they could point to the useful fact that King Philip of Macedon had meanwhile been attacking friends of Rome in the east Aegean. By autumn 200 the Athenians had joined Rome's side (they would stay loyal for more than a hundred years), and in 197 the flexible lines of the Roman legionaries, with 2,000 Roman cavalry, won a good victory over Philip's traditional Macedonian formations at Cynoscephalae in Thessaly. It was now in Rome's power to announce a settlement of Greek affairs. The hit-and-run style of the earlier treaty with Aetolia had been abandoned and no favour was being shown to its Aetolian partners, despite their help with cavalry at Cynoscephalae: they remained very pained by their rejection. Instead, the Roman commander, Flamininus, declared the 'freedom of the
Greeks'. It was not just a freedom within which key points in Greece would continue to be garrisoned (this limited 'freedom' was familiar since Philip II in the 330s). It was a freedom for those key points too. Flamininus had an unusual feel for Greeks' interests. The announcement was made at the Isthmian Games in 196 and was greeted with such thunderous Greek applause, people said, that birds dropped dead from the sky.4
Even so, the Romans' horizons were not confined to the Greeks in Greece. They had already begun to make public references to the status of Greek cities in Asia and Europe who were under royal Seleucid rule. Artfully, they presented themselves here too as if they were intervening on behalf of friends. For there were fellow 'Trojans' in Asia around the site of Troy, and further south Romans had their long-standing 'friends', the Ptolemies. The Ptolemies had recently lost a whole cluster of their overseas Greek bases in western Asia; they were even alleged to be at risk from a 'secret pact' between King Philip of Macedon and the Seleucid King Antiochus III. To foster their image the Romans publicized their conviction that, as their successes were proving, the gods were on their side and their foreign campaigns were justified.
In 192 the disgruntled Aetolians invited the alarmed King Antiochus to cross over from Asia into Greece with an army. Nonetheless, the Romans had already decided on a direct campaign against him, to be taken east into his own historic territories. First they won a clever victory at the historic site of Thermopylae in Greece and forced Antiochus back into Asia. In winter 190/89 their legionaries then won the final battle at Magnesia in western Asia. The territory of Seleucid kings here was 'liberated' after a hundred and fifty years of Greek rule since Alexander the Great, a 'liberator' too. But much of it was promptly given over to friends of Rome, in the south to the islanders of Rhodes, in the north-west to King Eumenes, who was based in his royal city of Pergamum. The interests of the Ptolemies were bluntly dropped from consideration.
