  A moment later the paneled door to the inner office opened and Phil ushered a grey–haired, very distinguished-looking gentleman out. The man looked angry and, when he spotted Rebecca, the anger was replaced with a look of pure contrition. He hesitated, half turned as if to say something, and then turned away, walking swiftly toward the elevator.

  Rebecca’s face betrayed her shock at seeing him.

  “Who was that?” Carol whispered, but Rebecca shook her head as if to say tell you later. Phil invited the four women to enter his office. Rebecca was given a quick peck on the cheek, Carol and Susie one on the lips and Lizzie, his wife, a longer lasting kiss.

  “Coffee all round, please, Amy.”

  Phil waved them to the seats in front of his huge mahogany desk, with its traditional green leather insert. There were only three chairs there but, with a flourish, he pulled a fourth one to join them. Carol noted that Lizzie deliberately made her way to the chair furthest on the left and turned it slightly so she could watch both the other women and her husband.

  “What was Mister Jefferson doing here?” Rebecca blurted out.

  “Having a problem solved for him.”

  “What problem was that?”

  Carol turned to see that Rebecca was leaning forward in her chair, her lips set in a straight-line, obviously riled.

  Phil lifted his hand as if to ward her off and smiled.

  “To be honest, you.”

  “Oh?”

  At that moment Amy bustled through the door carrying a large tray, deposited it on the desk and efficiently served them all with cups of a very aromatic coffee.

  “It’s a special blend, mayor’s use only. Hell, I’m not even allowed to take some home to use.”

  Phil chuckled and waited for his secretary to leave. Carol watched as his eyes tracked her exit. She had noticed Amy’s sexy wiggle as she walked in.

  “Now, Rebecca, let me answer your question. If I was able to persuade Mister Jefferson to give you your job back would you take it?”

  “No. Not after what they did. Never.”

  Phil nodded and smiled at her.

  “That’s what I thought and that’s what I told him. You will be receiving a second severance check by courier in the morning, a much more substantial one, together with a personal apology from him and a glowing reference.”

  “How did you manage that?”

  “Don’t forget just how much business your erstwhile employer does with the city. After all, that’s why they head-hunted their former vice president of civic affairs.”

  Rebecca gasped.

  “Former?”

  “Of course. I was quite happy for young James to further his career there, but not at the expense of one of my friends. He, too, will be out on his ear by the time Jefferson gets back to his office, without a severance check or reference. This time tomorrow he’d better be on his way out of the city because, if he moves, John’s men will have him. Traffic violations, that sort of thing. He forgot one tiny thing.”

  Carol leaned forward, “Which was?”

  “Don’t fight City Hall.”

  Phil laughed and the women all chuckled dutifully.

  “So, why are we here, Phil, especially why am I and Susie here?”

  Carol’s question brought Phil’s attention back to their faces. She’d noticed he’d been surveying their legs, one pair at a time.

  “Well, I have an idea that will possibly solve several problems here.”

  “Which is?” Rebecca asked this time. Carol could see a slight smile playing over Lizzie’s face and, when she glanced to her side, a similar one on Susie’s.

  “As you know, there is an election coming up in six months’ time. Of course, I have an election agent and his team to run the actual campaign, but there are other considerations. I will need to ensure that my executive team is in tiptop shape and there are a number of big commercial players who I need to keep on board.”

  “Now, as I see it, Amy out there and Lizzie at home cannot keep on top of the workload. The city budget rather generously allows me to hire three executive assistants to cover this. So, how would the three of you feel about working for me for the next six months?”

  “The three of us?”

  “Yes, well, Rebecca’s paralegal training will be invaluable, your’s and Susie’s college educated background will enable you to cover the commercial and accounting roles, and the three of you are all in need of a good job.”

  “Oh… But Susie’s got a job.” Carol blurted it out without thinking.

  Susie snorted, “I’m wasted there, a blind man could do that job in his sleep. I doubt they’ve noticed I’m missing.”

  “Oh… Sorry, I didn’t know it was that bad.”

  “Carol, you lost your job last year when the project you were working on came to an end, Susie is in a dead-end job and Rebecca has obviously just lost hers. So it’s a golden opportunity for all three of you.”

  He looked at them and smiled.

  “The starting salary would of course be commensurate with the posts, shall we say eighty thousand per annum?”

  All three gasped.

  “You’ll be earning it, believe me.”

  Something about Phil’s chuckle sounded an alarm bell for Carol, and she leaned forward.

  “Exactly what would these duties be?”

  “Well, we need to ensure that the campaign donations are properly managed, that no new contracts are signed that could cause embarrassment or conflict and, of course, you would be needed to use your own special talents.”

  Rebecca nearly dropped her coffee cup as she put it on the tray.

  “What do you mean by that? Special talents.”

  Lizzie was the one who answered, confirming to Carol it was, in part at least, pre-planned.

  “Well, we need to keep the executives happy, we need to ensure our corporate sponsors are happy and we also need to attract a couple of big investors into the city. New plants and factories, that sort of thing. We’ll need to wine and dine them, schmooze them, and ensure that they are completely satisfied with everything our city can offer them.”

  “So, we are to wine and dine them.”

  “When required although, to be fair, Carol will be doing less of that under the circumstances.”

  Lizzie hadn’t meant it nastily but Rebecca was visibly upset by the obvious reference to the fact that Carol still had a husband to consider.

  “You don’t mean just wine and dine, do you?”

  Phil shook his head.

  “You mean you intend for us to become your city hall whores, is that it?”

  Rebecca was obviously upset.

  “That’s putting it way too strongly, sweetie. These are very real jobs and they need doing. Is it wrong for us to pick you three, who are capable of doing them, rather than hiring outsiders and taking risks? Sure, there is going to be an element of, for want of a better term, hostess work. If that leads to sex, that’s up to the consenting participants, isn’t it?”

  “Yeah, right.” Rebecca sat back looking disgusted.

  “Think about it, ladies. Good steady and well paid work. If I make a serious mistake and lose the upcoming election then you get a good severance deal and a set of glowing references, possibly including some major commercial big hitters. If I win—well, the sky will be the limit for all of us.”

  Susie was more than smiling. She was grinning from ear to ear, obviously more than just interested in the proposal.

  “Besides, it’s not like it will be full time. You’ll only have to work four days a week not the full five, so the salary is the equivalent of a full time one hundred grand.”

  “You’ll each have a nice office, the suite up the corridor here will be perfect for you—three offices and a central meeting room.”

  Carol didn’t miss the deliberate stress her neighbor, and landlord, put on the word meeting. Despite her own initial revulsion to the idea, she could see possibilities there. Ever since that fateful weekend just aft
er the old mayor won the last election, she had missed the excitement such debauchery brought to her own sex life. Although her sex life with her husband had improved tremendously since then, she still felt she was missing out.

  She looked up to see Phil was watching her closely and blushed deeply.

  “You want it, don’t you, Carol? Your face is giving you away. You want the excitement that this would give you. You crave it, don’t you?”

  She couldn’t argue with him and merely nodded her head.

  Phil turned his attention to Rebecca.

  “Honey, what has happened has happened. We didn’t ever want to damage your marriage but we needed you. Now you are on your own, can’t you see this might be the time to start again? For the next six months, let go, enjoy life, have fun and relax. Sure, you’ll be working hard but you’ll really be having a ball, too, in all ways.”

  Carol watched as Rebecca looked at Phil. Everyone in the room could probably see the way the other brunette’s eyes were sparkling.

  “Sure, Phil, why not. That’ll teach the gimp I married one way or another!”

  “Great, that’s settled.”

  Chapter 4

  The following morning Lizzie had the three women meet her at her house. They were in the den where Lizzie was handing out the rules and regulations for their new roles. To keep them in the right mood the large screen TV was playing a video, with the sound muted. All of the women could remember the film—after all, they were in it. At the moment, a naked on-screen Lizzie was crouched on all fours between the thighs of an equally naked Carol. To the left of the floor area surrounding the two women, Susie and Rebecca could clearly be seen being slowly stripped and fondled by two men.

  “So, these are the dress regulations?”

  “That’s right.”

  “Skirt hem lines to be at least three inches above the knee if slit, but six inches if not? No trousers or slacks to be worn, ever?”

  Lizzie nodded as Carol read through one of the sheet’s Lizzie had just handed out.

  “Stockings to be worn at all times. Blouses to be worn without bra’s if opaque, and with lace bras in a contrasting color if translucent. Other option is a lace camisole top?”

  “What did you expect?”

  “Business jackets to be kept on at all times unless special duties are being performed.”

  “We don’t want to scandalize the good people of the city, do we?”

  “Hang on, what’s this? Failure to adhere to the dress code will result in a punishment being carried out. What kind of punishment is that going to be?”

  “That’ll be up to the mayor, of course.”

  “Hmm …”

  Rebecca was reading a different sheet.

  “What’s this clause? Obligatory two hour drinks in the Executive Social club, once a week. What Executive Social Club?”

  “It’s in the basement, honey, and you will be members.”

  “What does obligatory drinks mean?”

  “Just that sweetie, only, of course …”

  “What?”

  “Well, the boys do like to gamble so you’ll probably get roped in. I do suggest you brush up on your card skills. Also your pool cue skills, for that matter.”

  “What kind of stakes would they be playing for?”

  Lizzie looked at her and smiled. Rebecca glanced at the screen where her video persona was just losing her last item of clothing, and blushed.

  “Okay, you don’t need to draw a picture.”

  Susie took up the questioning.

  “What about the entertaining?”

  “Well, sweetie, we need to let these two get up to speed and settle in first so I’m afraid you’ll be doing most of that for the next few weeks. In a couple of months Rebecca will be able to join you, and occasionally Carol, too.”

  Lizzie giggled.

  “Don’t think for one moment, ladies, I’m going to let you have all the fun. I might not get paid for it but I intend to provide all the help I can to ensure he keeps his job.”

  The other three giggled as well.

  * * * *

  The first couple of days in their new jobs had passed in a blur for Carol and her friends. They had been required to go through the city hall induction process. Then they had been taken around to meet the various department heads, all of whom they had already met under different circumstances. The stuffy personnel woman had no idea why the women all giggled and blushed each time she introduced them. To be fair, only one man had blushed back, the others taking the appointments in their stride without so much as a leer.

  Finally, they had been shown to their own new office suite, complete with a young secretary perched at a desk right outside the meeting room door.

  “Good morning, ladies, I’m Vicki. I’m your receptionist.”

  “Good morning to you too, Vicki,” Carol was the first to recover from the shock. “It might be a day or so before we’ve got very much work for you.”

  Vicki smiled brightly back.

  “Don’t worry. I’ll be helping my aunt, Amy—you know, the mayor’s personal secretary, so I won’t get bored.”

  The young woman giggled and then showed them through into the office suite which was to become their home from home.

  Vicki must have pressed an intercom button because a couple of minutes later Phil bounced into the meeting room.

  “Why don’t you run along and help Amy for an hour while I get better acquainted with my new executive team. They won’t be taking any calls for that time, anyway.”

  “Certainly, Mister Mayor, Sir. I’ll be along the hall if you need me.”

  Carol watched as the young woman left the room. Vicki was smiling broadly but, just before the door shut, she caught Carol watching her and winked. Not quite the bright innocent thing she gave the appearance of being.

  Phil dropped into the middle of one of the large white leather couches in the middle of the room. He looked at home there—then again they matched those in his own outer office. He rubbed his hands and smiled up at the three women.

  “Let’s get started, ladies. There’s a lot to do and I can only spare you an hour.”

  Susie looked at the other two, shrugged and began to remove her jacket. Phil laughed long and loud.

  “No, sweetie, that’s not what I meant, but thanks for the offer. Today is a real working day not entertain the mayor day. Much as I might like it, too. Depends on how quickly we get done, I suppose.”

  Carol could see the bulge in his trousers had grown at the thought and realized, despite his words, Phil intended to get laid by at least one of them before he left the suite.

  “See these?”

  There were three sets of identical files piled up on the coffee table between the couches. Each pile had to be at least six inches thick. Phil spoke again.

  “Amy and Vicki spent the whole weekend duplicating and printing those off for you. Remember to thank them, please. Each file is a project I need evaluated as to its worth. “

  “No, I don’t mean its worth to the city, that’s already been done. They are all worth something to the city. I know the political ramifications of them but I want you to study them and refine them. I want to know what we have to do to bring them to fruition before the election. You understand me?”

  The three women nodded, each of them looking with some trepidation at the stack of paperwork in front of them.

  “Each file has a summary cover page. Right, let’s get started, shall we? I’ll answer questions as they come up. Read all the cover pages first. While you do that I’m going to show each of you your personal offices in turn. Why don’t I start with you, Carol?”

  Phil stood up and Carol followed suit. As he led her over to the office in the corner, the bold brass plate on the door screamed out her name. Inwardly she shivered at the thought. She could feel the eyes of the other two women burning into her back as Phil showed her through the door.

  The room was like any other executive office she had ever seen
except instead of a wooden desk it had one made of toughened glass. Immediately she realized that if she sat in the chair behind it her legs would be in full view of anyone else in the room. Phil closed the door behind her, cutting them off from the sight of the other two women. She turned to ask him a question and he moved toward her quickly.

  Suddenly he held her in his arms, his lips mashing against hers as his tongue probed for hers. A moment later he turned her and pushed her against the wall, sandwiching her between the wall and his own body. Her arms went to circle his neck as she returned his kiss but he was determined to establish his dominance over her.

  His hands moved to grasp her wrists, lifting her arms over her head and pinning them against the wall effortlessly with one hand, leaving the other free to roam over her body. Still kissing her, his hand popped opened the button holding her jacket closed and provided him access to her blouse-clad chest. She had chosen an opaque white silk one today and, in accordance with the dress code, wasn’t wearing a bra, something his hand quickly confirmed as he cupped her breast. His sudden and brisk attack had left her breathless. Here in his own territory, the power Phil gave off was like an aphrodisiac to her. She realized her panties were already wet, her nipples hardening under his assault. She wanted him as badly as he wanted her.

  Finally he broke the kiss and stepped back from her, allowing her arms to fall to her sides.

  “Undo the buttons for me, Carol.”

  She reached to her neckline, forcing her fingers to obey her brain, and quickly unfastened the top button. Still breathing heavily, her hands moved quickly down until every button was undone, revealing her deep cleavage and taut belly to his gaze. Phil, meanwhile, had backed up until his thighs rested against her desk. He beckoned her and she moved toward him, hoping this was going to take her somewhere she now desperately wanted to be.

  He took her hands and, without warning, spun her around and then both of them through a half circle until she was between him and the desk. The desk was biting into her upper thighs as he pulled the two separate wings of her blouse open, exposing her breasts to the cool air from the air conditioning. Instantly her naked nipples stiffened and puckered from the touch of cold air. Phil bent her forward, pushing her until her upper body was parallel and then lying on the desk. Her naked tits pressed against the glass of the desk.
