  INTRODUCTION

  This book is not a history of UFOs nor does it make an attempt to be. A chronology is followed, but if the reader is looking for a comprehensive historical account there are a number of good books available. What we attempt to do in this book is to provide strong, supportive, and corroborating evidence in the form of photographs, drawings of facilities and “Eyes Only” sensitive documents to support the case for a UFO cover-up.

  Two major elements seem to makeup the UFO mystery: The UFOs themselves and the intensive, concerted and single-focused efforts by the governments of the world to withhold information about them.

  Neither the nature nor the purpose of these governmental action’s are clearly understood except perhaps for reasons of fear driven by politics and the general fear of the unknown. But this policy dates back to the latter part of World War II when UFO-like “foo-fighters” were being reported by combat pilots.

  The trail for some started back in 1985, for others as far back as 1947, and for others even before.

  In 1985, Bill Moore (author of “Roswell” book), Jaime Shandera (Hollywood TV producer), Ernie Kellerstrass (retired Air Force Lt. Col. with an intelligence background), Rick Doty (USAF Counter-Intelligence), plus others and I were brought together as a group attempting to uncover the truth.

  What is MJ-12 and who are some of these secret players like James Angleton, Allen Dulles, Richard Helms and Rick Doty not to mention those mysterious “Men-in-Black” who controlled so much of what we wanted to know, yet stood in contempt of the public’s right to know? Did James Jesus Angleton or Allen Dulles have clues about who killed JFK? Were UFOs one of the prime reasons for the assassination in the first place?

  In Section 2, Chapters 1 and 2, we will attempt to answer those questions. Finally, where did the government hide many of these forbidden alien artifacts? Was it at Wright-Patterson AFB, Los Alamos National Labs (LANL) or Area 51-S4 or all of the above?

  Then they proceeded to place those artifacts and the entire subject in “don’t exist” categories. In Section 3 we will attempt to answer those questions.

  Despite what many critics and debunkers say there is an enormous amount of circumstantial evidence that supports the reality of UFOs. Given the amount of circumstantial evidence it seems that fear is one of the primal driving forces behind much of the debunking and skepticism. What would happen if the public really knew we were faced with aliens claimed to be 20-25,000 years ahead of us? If they wanted to destroy us they would have already done so; if their motive is not to destroy us, then what?

  If all the source stories are true then we have large quantities of recovered alien technology hidden away waiting for the time for our technology to catch up to theirs. If true, then does the U.S. Government have some type of agreement that gives the alien visitors something for what we are supposedly receiving from them?

  Our original goal was to never write any books, appear on any documentaries or TV shows or to become public figures in any way except for consulting work and running a Web site. We saw ourselves as a “behind the scenes” kind of people who would set up meetings between contacts, coordinate information and provide other support when needed.

  This book has the same title as the book Bill Moore and Jaime Shandera intended to publish, but for many reasons it never materialized. If it were not for the relentless persistent attitudes of many people, this book would have never come about, so our appreciation and thanks goes out to all of those unnamed people.

  Trying to get information out of sources has turned into a real power struggle over the years since 1985. We would compare it to the turf battles that the 15 different intelligence agencies fight over with respect to their intelligence and intelligence gathering abilities according to the 9/11 Commission Report at, http://www.9-11commission.gov/

  Sometimes there would be a flood of information, but at other times dead silence. Too often the information would be fed in bits and pieces then stopped. It was just enough to keep your interest, but not enough to do anything with. Even with sources there always seems to be a paranoid “fear factor” that controls every action combined with an attitude of “we have something that nobody else has.” An interesting quote from Cold Warrior 1991 by Tom Mangold typifies just what UFO researchers are up against.

  “Angleton learned on the job, quickly mastering the basic tools of counterintelligence, including the use of ‘black’ propaganda, and the vital ingredient known as ‘playback’—understanding how effectively your own disinformation is actually working on the enemy,” in this case, “the enemy” is the UFO investigator.

  Above all, “he learned that penetration of the enemy’s intelligence services was crucial in order to nudge the enemy into an unreal world -the famous ‘wilderness o
f mirrors,’ that mythical hell to which spy-catchers are consigned by default, doomed to spend their working lives trapped inside the shimmering bars of glancing reflections. It is the place where truth and reality are blinded by deception.”

  “Counterintelligence has been described as a Dantean hell with ninety-nine circles. Its practitioners are often characterized as tortured souls weltering in an inferno of doubt, half-truths, suspicion, and professional paranoia (1).”

  This Dantean hell applies equally well to UFO researchers as it did for those counter-intelligence operatives.

  Web links have been utilized as references; we know how links can come and go, but the only other option is have the reader run to the library and gets the hard copy reference.

  We have focused in on specific personalities and facilities in a very few pages and we hope the references are sufficient. The information on EBEs or Extraterrestrial Biological Entities was group by source. Information that could not be readily verified was placed in the footnotes.

  Chapter 1

  FTD IS NOT A FLORIST

  How did it all get started? After some 20 + years for my contributing writer Rick Doty, and 18 years for me, we still ask that same question considering all the turmoil associated with the subject. As we all know in life, you can ‘run into’ a subject. Well, one might say I ran into the subject of UFOs while working as an FTD Analyst in the areas of Theoretical & Applied Physics at the Foreign Technology Division (FTD), Wright-Patterson AFB, OH in the summer of 1985. Ever since the end of the Cold War, FTD had undergone several name changes with the latest being the National Air & Space Intelligence Center or NASIC.

  Even before being assigned to FTD, like so many others, I had heard all the rumors and stories about alien bodies being stored at Wright-Patterson AFB. Being curious, I started asking many questions, which led me to one Ernie Kellerstrass (1) who had retired from the Air Force in 1979 as a Lieutenant Colonel with FTD being his last Air Force assignment. Ernie was a short pudgy type of person who always seemed to have a menacing, intimidating attitude typical of AF Colonels of the time, yet full of fear and paranoia when talking about UFOs, MJ-12 and aliens, always saying that someone else had told him those stories.

  In 1985, Ernie was working for Systems Research Labs located on Indian Ripple Road in Dayton, OH.

  For someone who was just passing on “stories,” he was a treasure trove of information on virtually every aspect of the UFO subject. Ernie mentioned people like Dr. Anthony Joseph Cacioppo (Chief FTD Scientist at the time) (2a), Dale Graff (reassigned from FTD to the Defense Intelligence Agency [DIA] now retired) and others as having great in-depth knowledge of the UFO/alien subject (2b). The prime reason according to Ernie was that both Cacioppo and Graff used to tag along with MJ-12 Team Members to various meetings. One famous meeting was reportedly held at a ski lodge just north of Albuquerque, NM, in 1968 where the topic of concern was a new wave of UFO sightings that made the U.S. government extremely nervous.

  Ernie also talked at length about the underground facilities at Wright-Patterson that were reportedly used to house recovered alien artifacts and other facilities nationwide that included the Los Alamos National Labs (LANL) and the National Security Agency or NSA. A good portion of the information that Ernie provided became part of this book.

  Go west as they say

  In the spring of 1986, I flew out to Los Angeles, California on a TDY (Temporary Duty Assignment for the Air Force) to consult with the technical staff of TRW. While there, I met Bill Moore, who with Charles Berlitz, wrote the first book on Roswell mentioned before (3). Bill came to my motel room where we sat and talked for about an hour. Bill mentioned being contacted in 1980 by a “Mr. X” (see Section 2, Chapter 4, last paragraph in Addendum and reference 4) who told him at the time that Bill was the only one on the right track among UFO researchers, so he wanted to work with Bill in a government disclosure process (4). We then both agreed to stay in touch and I returned to Dayton and Wright-Patterson AFB.

  So, between what I learned at FTD, and elsewhere, this is how it all began for us as a group. From 1986 onward, Bill Moore, Jaime Shandera (TV producer in North Hollywood, CA), Ernie Kellerstrass (working at, General Dynamics, Wyle Corp and Wright-Patterson AFB permanently retiring in April 2007), Rick Doty (NM State Trooper), Hal Puthoff (joined the group in1987, Institute of Advanced Studies in Austin Texas) (5), (6), Dr. Christopher “Kit” Green (joined in 1989 and now at Wayne State Medical Center, Michigan), myself and many others had a succession of meetings dealing with UFOs and the alien subject matter. MJ-12 was often referred to as just the ‘Committee’ in many of our conversations.

  Summits without the Cocktails, the fall of 1987

  Ernie Kellerstrass had Bill Moore, Jaime Shandera, Hal Puthoff, Col. John Alexander (author of the book, Future War), Scott Jones (assistant for Senator Pell), and me over to his house in Beavercreek, OH (suburb of Dayton, OH) for dinner. All of our meetings were very somber with most of us looking like stiffs right out of an “X-Files” show. During the dinner and afterwards many of the conversations went non-stop involving such topics as Area 51 in Nevada where purportedly there was an ET base according to Ernie. He also mentioned that on government maps there was an area located northwest of Groom Lake marked “radiation” in which a low yield nuclear device had accidentally detonated many years ago (early to mid ‘50s). “It’s still radioactive, and people were warned to keep out of this specific area. There is supposed to be an ET base in there,” Ernie said. It is also an area that the U.S. Government did not want anybody wandering into because anyone who did never returned; they even found security vehicles parked just outside of the area with nobody in them. Kellerstrass said that ostensibly our government never went in there. The idea of an ET base makes you want to stay away, and, of course, you don’t know what to make of the stories. So went the conversations in the ensuing months and years until July 1988 when we met again.

  And We Became Birds: “The Aviary”

  During the interlude, all the players received bird names. Rick Doty was already the surrogate “Falcon” when the real Falcon (DIA’s, Dale Graff?) couldn’t be found; Ernie became “Hawk,” Hal Puthoff became “Partridge,” Scott Jones was “Hummingbird,” Kit Green became “Blue Jay,” John Alexander was “Chickadee” and I, Robert Collins, became “Condor.”

  August 1988: Cloak & Dagger

  Another meeting was to take place in Dayton, OH again, and we all had an elaborate map drawn up by Ernie Kellerstrass showing us how to get to the contact point. Each participant had a different contact point except for the Executive Producer Seligman. Bill Moore, Jaime Shandera and I, were all to meet together. Since we didn’t want to cross our signals, and it was important to the executive producer (we felt this was vital to the success of the forthcoming show), Bill and Jaime flew into Dayton OH the night before. I was already in Richmond, IN (40 miles away from Dayton) visiting a friend. The next day we all were able to get local maps and determine how long it would take us to get to the state park. We all traveled separately except for Bill, Jaime and Seligman.

  On the way to the contact location, an incredible thunderstorm broke out. It was just pounding. Luckily for us it subsided somewhat so we all made our way down the many roads finally discovering the huge state park. The area had a large lake broken up into a lot of smaller sections with a hilly, wooded area and a large recreation center with a man-made beach.

  A couple minutes before 4:00 p.m., the skies began to clear. Bill, Jaime and Seligman (the “UFO Cover-Up Live” producer) got out of the
car and began walking toward the beach when all of a sudden, out from a peninsula down to the left came a speedboat. It just came barreling across the lake with a big rooster tail spray behind it. The boat pulled up to the shore and beached then one man jumped off pulling the boat up and called out, “You guys with Bill Moore? We are here for you.”

  They all walked down toward the boat. Ernie Kellerstrass later said the objective was that we would all be taken in the boat to an island, where there was no communications in or out. No phone lines, no nothing. But, because of the storm, that got a little “iffy” and it was decided that they should take a different tack.

  Ernie and his companion turned the boat around and pulled away. Jaime, Bill and Seligman turned around and headed for the car. At that point, I finally pulled up next to their car having traveled separately from Richmond, IN. I followed them and we all headed over to the new location. We assumed that Rick Doty had waited at his assigned location and then left. By the time we got to the other location, everyone had showed up except for Rick Doty. Jaime went to the location where Rick was supposed to be and finding him led him back to where we were.
