  Though somewhat annoyed, the man had agreed and suggested that they use his office. By the time he and Jeremiah had arrived, Connor Talbot had laptops set up for them all, so that all they had to do was sit down, sign in to Skype, and confer.

  Talbot, as well as Deputy Benedict and Jake Kendall, were in attendance, but out of webcam range. Adam had insisted, and Eli and Jeremiah had both been fine with that.

  “The other man in the series of photographs that appear to depict a questionable transaction between himself and Senator Davies is a man by the name of Tobin Lewis. He’s the CEO of one of the newest, and most active of the PACs, Horizon Makers.”

  “So the very fact that Davies is meeting with the man at all is against the rules,” Eli said. “PACs are supposed to support a cause, not directly support any candidate.”

  “Indeed. It’s certainly useful information. We can instigate an investigation into Mr. Lewis and his PAC, based on this evidence. But by themselves, those pictures aren’t enough for us to file charges against Senator Davies. We need to uncover evidence—irrefutable evidence—that Reese Davies has broken the law.”

  Eli was able to see not only the face of the US Attorney, Norman Travers, but his boss, Jeremiah’s, and Adam Kendall’s, too. He didn’t know Attorney Travers all that well, but he thought the man was vibrating with excitement.

  “What do you suggest, sir?” Eli asked. “The task force that Special Agent Winthrop and I were on was not a part of the investigation of Senator Davies. We’re not in the loop.”

  “Those pictures were discovered as a result of an investigation into a separate matter,” Jeremiah said. “A matter that’s not even related to any ongoing Bureau or Justice Department investigation.”

  “As it turns out, you don’t have to be in the loop, agents. You’re in Lusty, Texas—and gentlemen, if you’re canny, that is where this case is going to break wide open.”

  “Sir, if something is about to happen in my town, I need to be advised about it.” Adam Kendall’s tone wasn’t one of a small-town sheriff addressing a high-ranking member of the Department of Justice.

  It was the tone of a man who believed himself ultimately responsible for the situation.

  “I can understand your devotion to duty and to the citizens who elected you, Sheriff. That’s why I authorized your inclusion in this conference.”

  “If you’re suggesting that we use a citizen of my town as bait for whatever op you’re planning, I’m going to have to object—most strongly, and if I’m not happy with your response, then I will take my concerns to a much higher power. Sir.”

  “Your objection is so noted. I do understand that your reach is really quite interesting, Sheriff. I know you’re not just making noise. Let me assure you that the Justice Department has no intention of using Ms. Jessop as bait. However, information has come into our hands that she is going to be used by a less law-abiding entity. A confidential source…” The man sighed, then made eye contact with the camera again. “I cannot tell you who that source is. But he called late last night with very specific information. It seems that Senator Davies has convinced someone, a person trusted by him for many years, to relieve Ms. Jessop of her cell phone. My source believes that if you apprehend this man, he’ll confess everything. Because of who he is, and his history with the Senator, he would be an unimpeachable witness.”

  “If he confesses that the Senator conspired with him to commit assault or theft—or worse,” Adam said, “that would be enough evidence to put Davies away for a very long time.” Adam grinned. “And as these crimes would in fact be committed in the state of Texas, I can assure you that most likely, a plea bargain will not be on the table.”

  “As you say, Sheriff.”

  Eli knew that Adam had it right, in so far as a normal case went. He also knew that Travers woul
d want to try Davies in Federal court, in the nation’s capital. He put his attention back on Travers.

  “We even have a very good idea when this man will make his move. He should be arriving in your town within the next twenty-four hours.”

  Eli looked away from the laptop, to make eye contact with Adam Kendall. The Sheriff of Lusty was none too happy right now, and Eli couldn’t fault him for it.

  “This ‘man.’ What did your contact tell you about him, sir?” Jeremiah kept his gaze on the screen. Eli wondered if the US Attorney knew he was being scrutinized by one of the best psychologists in the whole damn Bureau.

  “He didn’t give me many details, Special Agent Winthrop. Just that this man acted, occasionally, with a kind of fervency that was quite shocking. When he learned that Reese Davies had asked for this particular man’s help, he knew he had to contact me right away.”

  Jeremiah’s look said it all.

  Fuck. If his partner thought it possible this contracted assailant could be dangerous, Eli sure as hell didn’t want to take any chances.

  “We’ll leave it to you, Special Agent Barton and you, Special Agent Winthrop, to handle this operation, and arrest this would-be assailant. I trust that you will assist them, Sheriff?”

  Adam proved his keen insight right then and there. “Don’t worry, Mr. Travers, I’ll see to it that we nab your perp and get your evidence for you. We’ll even wrap it up in pretty paper and put a nice bow on it for you.”

  Eli saw the flash of temper in the US Attorney’s eyes, but the man was too shrewd a politician to say anything. Instead he nodded—his attempt at being dismissive—and ended his part of the conference call.

  “Eli, I know your priority is keeping Ms. Jessop safe.” Jim Compton, who’d been Eli’s boss for a long time, knew him well.

  “Yes sir, it is. But that doesn’t mean that I’d do anything to interfere with a department investigation—or go against orders.”

  “Understood. Good hunting, gentlemen.” His screen went dark, and the tension in the sheriff’s office evaporated.

  “Politicians.” Jake Kendall said the word as if it was synonymous with something very vile. “Does that asshole expect us to believe that if we manage to arrest this assailant in the act of committing a robbery that he’s just going to roll over and spill his guts?”

  Connor was shaking his head. “What I heard was that this man—whoever he is—likely is one of those brainless followers that Davies seems to accumulate at every turn. He doesn’t sound to me as if he’d be someone who’d voluntarily rat out his hero.”

  “This whole situation doesn’t feel right,” Jeremiah said.

  “No, it doesn’t.” Adam Kendall got to his feet. He met Eli’s gaze. “How much do you want to bet that Mr. US Attorney didn’t tell us everything?”

  Eli shook his head. “My mother didn’t raise a fool as a son. That’s a sucker bet.” He looked at the other men gathered there in Adam Kendall’s office. “So I guess we better put together a plan that makes sure none of us—especially Nancy—gets burned by what US Attorney Travers did not tell us.”

  Chapter 22

  With the way the men were staring at her, Nancy felt like a bug under a microscope.

  She also thoroughly believed that this so-called stakeout was going to prove to be a gigantic waste of time. Like anyone looking to steal my cell phone wouldn’t know something was up as soon as he came near me.

  Nancy had insisted on being briefed on every step of the operation that morning as the men had gathered to plan shortly after their Skype conference. She had to admire the way her cousin Adam swallowed almost convulsively, and then nodded his approval. She knew what a beating his sense of responsibility had taken over the last couple of years. She told him, quite honestly, that she had no intention of playing Wonder Woman. She merely wanted to know everything, so she could avoid mucking things up. To a certain extent, that was true enough.

  Also true was the fact that although she’d spent more than a decade living away from home, she was a woman of Lusty. There wasn’t a weeping, whimpering, simpering bone in her body. She wasn’t going to hide from what might be headed her way. So she needed to be prepared for it.

  Nancy listened attentively as Adam spoke.

  “There are, basically, two ways into town—from the north, and from the south, which is Main Street. All the streets in town are either intersected by other streets, or they’re cul-de-sacs—they simply end.” He had a map of the town and the surrounding land spread out on Matt’s desk.

  Her gaze flicked from the map to the framed aerial photo that hung on the wall. Surrounded by family ranchland, from the air Lusty truly did look like a tiny town that had been plucked up from somewhere and set down among the cow patties.

  “So the key is to have eyes on those two roads, north and south. Alex Benedict is situated on the road leading in from the North.” Here Adam grinned. “He’s borrowed an easel, canvas, and some charcoal from Rebecca. Anyone passing him will assume he was an ‘artiste’ lost in the world of his own creation.”

  Nancy giggled. “That will work as long as no one gets a good look at what he’s drawing. His stick people aren’t exactly remarkable.”

  Jake chuckled. “No, he didn’t inherit any of the artistic genes in the family.”

  “Greg has secreted himself in a copse of trees on the south road,” Adam continued. “He’s absolutely not visible from the road. He’s hunkered down with binoculars and, of course, the requisite walkie-talkie. He’ll report on any vehicles with passengers he doesn’t recognize.”

  “Just a side note,” Jake said. “Brother Morgan is monitoring the airwaves and will advise us as we go along. We’ve tested the response time. From Greg to Morgan to us is about fifteen seconds.”

  Nancy thought the men were relishing their machinations.

  “Since you’ve only got two roads into Lusty, and the entire town is on family land, why not make it a gated community?” Eli’s question was a logical one. Less logical, but very heart-warming, was the unified response from the Jessops, Kendalls, and Benedicts attending the planning session.

  “We don’t hide behind walls,” Jake said.

  “It’s not the Benedict way,” Matt said.

  “It’s not how Kendalls do things,” Adam said.

  “Jessops are like that, too.” Nancy grinned as her two men stared, wide-eyed, at the Greek chorus-like delivery.

  Nancy knew the question had been brought up, but that Grandma Kate, in particular, had been vehement in her opposition. The truth was, that wasn’t the way the people of Lusty lived their lives. Personally, she really hoped the day never came when those gates would be erected.

  It would seem like a kind of surrender—a surrender to fear.

  Aside from the two roads into town being covered, there were men on watch all over the core of Lusty. At the moment none were stationary. But when Nancy took her place, awaiting the arrival of the unidentified person who was, apparently, headed their way, some would be. She would be well covered.

  “You’re going to be within sight of at least six of us at all times,” Adam said.

  Nancy looked at the nods of approval from all the men. They were clearly satisfied that they had a good, solid plan, under the circumstances, and would have her and the town adequately under surveillance. She understood their confidence. After all, if the only two roads in and out were being monitored, and the intended target was being monitored, what more did they need?

  “What if he leaves his car on either of the farm to market roads to the north or south end of town and hikes in across the fields—either on foot or via an ATV or some other mode of transportation?”

  “That’s not likely going to happen,” Eli said.

  “If he came on foot, he’d not have any way to escape unless he stole a vehicle,” Adam agreed.

  “And that wouldn’t be a very logical thing for him to do, babe.” Jeremiah kissed her, a very brief and almost brotherly kiss.

 
; Nancy knew they were certain of their approach, but she began to have her doubts. She looked up at both Jeremiah and Eli, who flanked her. “Well, maybe like your boss said, he isn’t planning to escape. Maybe he really is planning to get caught breaking the law and then will turn himself in.”

  All the men present, even her own, treated her to a look that told her they didn’t think she had quite mastered understanding the complexity, either of the “op” or of the criminal mind.

  I now completely understand why the women never told the men that they were surrounding the wrong location when they set that trap for that drug lord last year.

  Nancy would be the first to admit she’d been a bit of an intellectual snob when her mother, Grandma Kate, and Aunt Bernice had told her about that particular adventure. The first question she’d asked them was why they hadn’t contacted the men when they’d figured out that Don Miguel Ramos would head for the clinic instead of Peter, Jordan, and Tracy’s house.

  “Men don’t believe we ‘understand things,’ dear,” Grandma Kate had said. “They wouldn’t have listened to us.”

  Her mother had nodded her head in agreement. “Not only that, if we had told them, and they dismissed our concerns, well, afterward, they would have had to eat some crow, and they’d have been drowning in guilt for having been wrong.”

  Nancy wasn’t of the same generation as either her mother or Kate Benedict. Personally, she didn’t think the occasional serving of crow to an otherwise arrogant man—as nearly every man in Lusty was—would necessarily be a bad thing.

  “It really doesn’t make any sense, honey.” Jake Kendall smiled as he’d added his own opinion, and Nancy would bet he had no idea quite how condescending his words sounded.

  After that exchange, she decided she’d keep her mouth shut and try very hard not to think about that major hole in their plan, or about the fact that their reasoning was based on the belief that whoever was headed their way was intent on stealing Nancy’s cell phone.
