One inmate will toss an item out into the dayroom, such as a cigarette, a ramen/soup, or a stamped envelope and another inmate from under the door in his cell will shoot out the line with a lure such as a pen or hard object to try and grab ahold of the item to pull back in his cell. This is called fishing.
