Mandy informed Doug that San Diego, California was still one of the most active cities in the United States for terrorist suspects. "It's fourth on a list of five cities with the most “known or suspected terrorists. It's host to several terrorist cells such as al-Qaeda, al-Shabaab and the new group, ISIS, who move in and out of the United States from Mexico. Some of the unique qualities of San Diego make it a draw for many people, including terrorists. The major draw is that it's close to the world’s busiest border crossing. Although people crossing from Mexico into the United States are stopped and questioned, going from the United States to Mexico is done with virtually no interference at all. It's very easy to go back into Mexico."

It was the perfect flight-training site for the hijackers of 9/11. It also has one of the largest Arab populations in the United States. The hijackers from 9/11 joined flying clubs, played at soccer fields, and lived in apartment complexes with primarily Arab immigrants, attracting very little attention to themselves. Not much had changed since 9/11, many of them are still living their lives there and undetected. The other thing that makes San Diego attractive for the terrorists is the huge illegal forgery business which provides false documents, such as drivers’ licenses, green cards, Social Security cards, etc., to thousands of illegal immigrants each year."
