  Ira Shapiro spent twelve years in senior staff positions in the U.S. Senate, including Minority Staff Director and Chief Counsel of the Governmental Affairs Committee, and Chief of Staff to Senator John D. Rockefeller IV. During the Clinton Administration, he served as the General Counsel and trade ambassador in the Office of the United States Trade Representative (USTR) and played a key role in completing the negotiations on the Uruguay Round, which established the World Trade Organization global trade rules, and the North American Free Trade Agreement (NAFTA). His writing has appeared in the New York Times, the Washington Post, the St. Louis Post-Dispatch, the Brandeis Review, and the Harvard Journal of Legislation. His 2002 campaign for Congress in Maryland’s Eighth District was described by the local press as the “antidote to cynicism” that he promised to deliver. He currently practices international trade law in Washington, D.C.

Bob was personally responsible for many books of political dissent and argument that challenged tyranny around the globe. He is also the founder and longtime chair of Human Rights Watch, one of the most respected human rights organizations in the world.

  For fifty years, the banner of Public Affairs Press was carried by its owner Morris B. Schnapper, who published Gandhi, Nasser, Toynbee, Truman, and about 1,500 other authors. In 1983, Schnapper was described by The Washington Post as “a redoubtable gadfly.” His legacy will endure in the books to come.
